Every nation's land is divided into districts. Winning battles wins the district.

• Every claim lands in a district.
• A district holds at most 8 chunks (about 128 by 128 blocks).
• Districts merge when land is re-divided
• The district that holds the core.
• A district won in battle keeps its name and borders, but changes owners.
• Land is not re-divided soon after wars end.
