How land is split into districts

Every nation's land is divided into districts. Winning battles wins the district.

Every claim lands in a district.
A district holds at most 8 chunks (about 128 by 128 blocks).
Districts merge when land is re-divided
The district that holds the core.
A district won in battle keeps its name and borders, but changes owners.
Land is not re-divided soon after wars end.
