Every nation's land is divided into districts. Winning battles wins the district.
- Every claim lands in a district.
- A district holds at most 8 chunks (about 128 by 128 blocks).
- Districts merge when land is re-divided
- The district that holds the core.
- A district won in battle keeps its name and borders, but changes owners.
- Land is not re-divided soon after wars end.
